Purpose of Job
The purpose of this job is to manage the day to day operation
of the City’s Traffic Operations Center (TOC) and assist the Public Works
Director in planning, coordinating and undertaking maintenance on and
improvements to the City’s traffic signal system. Duties and responsibilities
include operating and maintaining all equipment in the TOC, maintaining all data
and reports generated through the TOC, identifying and solving problems related
to signal operations throughout the City and performing inspection and limited
maintenance on signal equipment.
Essential Duties and Responsibilities
The following duties are representative of the range of
duties performed under this job classification. Individual employees may only
perform a subset of the duties listed. This list is not to be construed as
exclusive or all-inclusive. Other duties may be required and assigned.
Operates and maintains the TOC including altering signal timings as needed due
to accidents or heavy traffic flow.
Monitors traffic signal system and equipment, both from the TOC and in the
field, diagnoses problems and coordinates solutions to signal problems
Updates all computer databases related to the signal system
Supervises and trains other TOC staff
Documents work performed on all devices in the TOC and the intelligent
transportation system infrastructure.
Remains on-call 24 hours a day in order to respond to emergencies involving
traffic operations; will be required to wear a pager.
Recognizes critical and emergency situations and coordinates response with
emergency service providers through dispatch and control of system equipment.
Coordinates with City’s contract traffic engineer to study problem traffic areas
and develop proposed solutions.
Performs data collection including traffic counts, turning movement counts, and
similar reports.
Facilitates provision of camera images to TOC website and City’s Cable Access
Television Channel.
Participates in the formulation of recommendations for procedural, functional
and material enhancement of the TOC
Answers the telephone; provides information; returns calls as necessary.
Prepares and/or generates routine correspondence, letters, memoranda, forms,
reports and other documents via computer and/or typewriter.
Copies and distributes correspondence, letters, memoranda and other related
materials.
Uses knowledge of various software programs to operate a computer in an
effective and efficient manner.

Minimum Training and Experience Required to Perform Essential Job Functions
Associates Degree from an accredited college/university, preferably in
Electronics or Electrical Engineering required with five years experience in
traffic control operations/design or any equivalent combination of education,
training, and experience which provides the requisite knowledge, skills, and
abilities for this job. Level II or III certification from the International
Municipal Signal Association or equivalent certification body preferred. Must
have an understanding of intelligent transportation systems, GIS mapping and
databases, and fiber optic and wireless communication systems. Valid Tennessee
Driver’s License required.
(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of
machines, tools and equipment which includes a computer, printer, facsimile
machine, copy machine, calculator, telephone, traffic signal controllers, etc.
Must be able to use body members to work, move or carry objects or materials.
Must be able to exert up to 50 pounds of force occasionally and up to twenty
pounds of force frequently. Physical demand requirements are at levels of those
for active work.
DATA CONCEPTION: Requires the ability to compare and or judge the
readily observable functional, technical, structural, or compositional
characteristics (whether similar to or divergent from obvious standards) of
data, people, or things.
INTERPERSONAL COMMUNICATION: Requires the ability of speaking and/or
signaling people to convey or exchange administrative/technical information.
Includes giving assignments and/or directions to co-workers or assistants.
LANGUAGE ABILITY: Requires the ability to read a variety of
informational documentation, directions, instructions, and methods and
procedures. Requires the ability to write reports with proper format,
punctuation, spelling and grammar, using all parts of speech. Requires the
ability to speak with and before others with poise, voice control, and
confidence using correct English and a well-modulated voice.
INTELLIGENCE: Requires the ability to learn and understand basic to
complex principles and techniques; to make independent judgments in absence of
supervision; to acquire knowledge of topics related to the position.
VERBAL APTITUDE: Requires the ability to record and deliver information
to supervisors and officials; to explain procedures and policies; and to follow
verbal and written instructions, guidelines and objectives.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical
formulas; add and subtract totals; multiply and divide; determine percentages;
determine time and weight; and utilize statistical inference.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper
length, width, and shape, visually with office equipment, measuring and
recording devices.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in
using automated equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items,
office equipment, control knobs, switches, etc. Must have the ability to use one
hand for twisting or turning motion while coordinating other hand with different
activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION:
May require the ability to differentiate colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people
(i.e. staff, supervisors, general public, and officials) beyond giving and
receiving instructions such as in interpreting departmental policies and
procedures. Must be adaptable to performing under moderate stress when
confronted with an emergency related to the job of Traffic Operations
Coordinator.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear:
(talking - expressing or exchanging ideas by means of spoken words). (Hearing -
perceiving nature of sounds by ear).
KNOWLEDGE OF JOB
Has thorough knowledge of the policies, procedures and activities of the City, intelligent transportation systems, and traffic operations practices as they pertain to the performance of duties relating to the position of Traffic Operations Coordinator. Is capable of using TOC system software, closed loop system software, camera operations software and other various computer mapping and database applications relating to intelligent transportation systems. Has considerable knowledge of communications systems including basic construction and repair techniques, methods, equipment and tools, electrical circuits, schematics and solid state devices. Understands traffic signal timing plans and equipment specifications; standards of traffic control principles, the Manual on Uniform Traffic Control Devices, and equipment necessary for the performance of duties. Is very knowledgeable of traffic and transportation practices, including emergency operations, as necessary in the completion of daily responsibilities. Knows how to develop operations and maintenance plans and objectives for the expedient and effective performance of specific activities of the TOC. Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs and requirements, etc. as they pertain to departmental operations and activities. Is able to effectively communicate and interact with supervisors, and all other groups involved in the activities of the department. Is able to assemble information and make written reports and documents in a concise, clear and effective manner. Is able to use independent judgment as situations warrant. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has comprehensive knowledge of the terminology, principles and methods utilized within the department. Has the mathematical ability to handle required calculations. Is knowledgeable and proficient with computers.
